Odisha government has released resolution PDF for implementation of Panchasakha Sikhya Setu Yojana for schools in the state. The guidelines regarding PSS scheme were published on 20th December 2024. It is the revamped version of the earlier Mo School Abhiyan started by the previous BJD government.
This PSS scheme aims to revamp school education by promoting volunteerism and collaboration through innovative citizen government partnership. What is Panchasakha Sikhya Setu Yojana 2024
The state govt. of Odisha has renamed Mo School Abhiyan of previous regime to Panchasakha Sikhya Setu Yojana. This PSS scheme aims to:-
- Facilitate alumni and others to rebuild schools,
- Enhance the quality of education, and
- Promote community engagement and futuristic education in Odisha.

Max Donation Amount for Panchasakha Sikhya Setu Yojana
According to the modalities, funds for implementation of Panchasakha Sikhya Setu programme shall come primarily from two sources – Contributions from donors and twice the amount of each such contribution to be provided by the Odisha state government subject to max contribution of Rs. 50 lakh from govt as a matching grant.
Budget provisions for the annual matching grant from the Odisha state govt will be made in accordance with the contribution from donors. In the previous Mo School Abhiyan, there was no limit on the maximum contribution from the govt as a matching grant.
Who can Donate for Panchasakha Shikhya Setu Yojana
Donors to PSS may include, but are not limited to, individuals, groups of persons, or institutions. “Donors may make contributions in terms of money, materials, and/or services. In the case of materials and services, there shall be no matching contribution. Provisions will be made for donors who wish to indicate their preferences for the use of their contributions in which work,” read the PSS Scheme resolution.
Contributions shall not be limited to financial or material resources. PSS will aim at leveraging the intellectual capital and professional success of the alumni via contributions in terms of architecting policy, design thinking, and teaching methods. There will be no lower or upper limit to the contributions.
The PSS scheme encourages individual alumni, alumni associations, groups of persons, institutions, social impact organisations, companies, foundations, CSR activities, philanthropists, and others to contribute to the enhancement of the school ecosystem in Odisha.
Documents Required for Panchasakha Sikhya Setu Yojana
- Donors will be required to furnish KYC information such as Aadhaar number or PAN number.
- NRIs will have to provide passport details, PIO, or OCI numbers.
Other Important Instructions for Donation in PSS Scheme
- Govt contribution will flow only after the identification of requirements relating to a particular school or schools.
- For the implementation of the Panchasakha Shikhya Setu (PSS) scheme, the existing registered body Mo School Abhiyan Parichalana Sangathan (MSAPS) will be renamed as Panchasakha Shikhya Setu Sangathan and will serve as the implementing body.
- In cases where a donor seeks to contribute more than Rs 20 lakh in a single tranche, the executive body of the Sangathan will determine the modalities of transfer.
- Executive body of PSS Sangathan would also determine use of funds in consultation with the donor and the district-level committee to manage the PSS.
- The PSS Sangathan reserves its right to accept contributions only from credible and legitimate sources, failing which the society reserves the right to return the funds.
