Mukhyamantri Sukh Ashray Yojana in HP Budget 2025-26

On 17th March 2025, Chief Minister Sukhvinder Singh Sukhu who is also the Finance Minister presented Himachal Pradesh Budget 2025-26. While delivering the HP Budget Speech 2025-2026, the hon’ble Finance Minister said “Speaker Sir, our Government is running numerous welfare schemes for the well-being of all sections of society. Currently, there are 8 pension schemes operating in the field of social security within the State. Under the Indira Gandhi Pyari Behna Sukh Samman Nidhi Yojana, financial assistance is being provided to women. The Swarn Jayanti Ashray Yojana offers financial support for house construction to eligible homeless individuals from Scheduled Castes, Scheduled Tribes, and Other Backward Classes.

Under my Government’s flagship scheme, Mukhyamantri Sukh Ashray Yojana, the first group of 22 Children of the State from Shimla district was taken on a 13-day educational tour to various parts of the country. Subsequently, a total of 77 children from the districts of Bilaspur, Hamirpur, Mandi, and Sirmaur were also taken on educational tours to different parts of the country. Continuing this initiative, children from other districts will also be taken on educational tours in the upcoming financial year. Additionally, the ‘Mukhyamantri Sukh-Ashray Kosh’ has been established to support their higher education and skill development, which can also receive voluntary contributions and CSR funds.

In addition to above, during the financial year 2024-25, approximately over 4,000 children under this scheme, were provided festival allowance and grants for major Indian festivals, social security, clothing allowance, nutritional grant, miscellaneous grant, higher education and skill development, and startup grant, with a total expenditure of ₹14 Crore 77 Lakh 2 Thousand. Additionally, in the districts of Bilaspur and Hamirpur, land was allotted to 2 Children of the State, along with funds for construction.”

HP Mukhyamantri Sukh Ashray Yojana for 0-14 Years

HP govt. has expanded the scope of its existing scheme Mukhyamantri Sukh Ashray Yojana. Now the scheme will include abandoned and surrendered children under its fold. An abandoned child refers to one deserted by biological or adoptive parents or guardians, while a surrendered child includes those relinquished by parents or guardians due to physical, emotional, or social factors beyond their control.

Mukhyamantri Sukh Ashray scheme, which currently benefits approximately 6,000 orphan children across the state, will now extend its support to additional children facing challenging circumstances. Under the expanded Mukhyamantri Sukhashrya Yojana, certificates for eligible children would be issued by district child welfare committees.

Following final clearance, these children will get a variety of benefits, including monthly assistance of Rs. 1,000 until the age of 14 and Rs. 2,500 per kid until the age of 18. Additionally, kids would be entitled to Rs. 4,000 in pocket money every month until the age of 27 years. The state government will also bear the full cost of their higher education until the age of 27 and provide Rs. 3,000 for PG expenses if a hostel is unavailable.

In order to enable orphan, abandoned and surrendered kids to secure their livelihood, the HP state government would provide Rs 2 lakh to start-ups. They would also get Rs. 2 lakh for marriage help and Rs. 3 lakh for land and financial support to build their homes. In addition to ensuring their education, welfare, and overall well-being, the state government will fund an annual air travel experience for these children, complete with a three-star hotel stay. This initiative aims to provide these children with exposure to new opportunities and experiences, helping them broaden their horizons and build confidence.

About Mukhyamantri Sukh Ashraya Yojana 2025

• The Mukhyamantari Sukh Ashray Yojana 2025 will provide a monthly recurring account of Rs. 1000 for children aged 0-14 and Rs. 2500 for orphaned children and single women aged 14-18.
• The scheme also includes a yearly coaching and hostel fee of Rs 1 lakh for children over 18 years old and a monthly scholarship of Rs 4,000 for accommodation during coaching.
• Under the Chief Minister Sukh Ashray Yojana, orphan children without a house will receive 3 Biswa land and financial assistance of Rs 3 lakh to build a house.
• The government will grant Rs 2 lakh for eligible orphan children’s marriages, and those who want to start their startup will receive a lump sum of Rs 2 lakh.
• In addition to this, around 2700 newly identified orphan children living with their relatives would receive Rs. 4,000 per month until they turn 27 years of age.
• Monthly picnics shall also be organized to promote the overall development of the children.
