Mukhyamantri Kalakar Sahayata Yojana in Odisha Budget 2025-26
On 17th February 2025, Finance Minister Shri Mohan Charan Majhi has presented Odisha Budget 2025-26. While delivering the budget speech, the hon’ble FM allocated Rs. 482 crore for the comprehensive and systematic development of Odia Language, Literature and Cultural heritage of Odisha during 2025-26. This include Rs. 194 crore under the scheme Mukhyamantri Kalakar Sahayata Yojana to provide subsistence and support to the aged artists, who despite their poverty have persistently dedicated themselves in enriching, displaying and preserving the arts and culture of Odisha, Rs. 15 crore for preservation and conservation of protected and unprotected monuments, Rs. 50 crore under Organisation of Cultural Function to enhance Odisha’s visibility on global platforms, to co-host and promote key events and festivals in international cultural organisations, to scale up Bali Yatra and Dhanu Yatra to international/ national level and for organization of various festivals.
Moreover, Finance Minister has allocated for installation of statues and construction of memorials including the ancestral house of Pandit Nilakantha Das Rs. 10 crore has been provided in 2025-26.

The Mukhyamantri Kalakar Sahayata Yojana scheme, initiated by the Odia Language, Literature & Culture Department, Government of Odisha, aims to offer sustenance and assistance to elderly artists who, despite facing financial hardship, have consistently devoted themselves to enriching, showcasing, and preserving Odisha’s arts and culture. Under this program, the State Government provides pensions to impoverished artists who find themselves in distress despite their lifelong commitment to our artistic and cultural heritage through significant contributions. The scheme is structured with specific criteria regarding age, income, the artist’s contributions, and the physical and financial well-being of their families, ensuring targeted support to those in need.

Eligibility Criteria for Mukhyamantri Kalakar Sahayata Yojana
An artist in order to be eligible for the assistance shall be of minimum 50 (fifty) years of age in case of male and 40 (forty) years and above in case of female artisits.
The annual income of the artist shall not exceed Rs.50,000/- (Rupees Fifty Thousand) only for the artists belonging to Rural Area and Rs. 60,000/- (Rupees sixty thousand) only for the artists belonging to Urban Area or as may further be determined by the Government from time to time. The applicant has to enclose the annual income certificate in issued by Competent Authority in this regard with this application.
An artist covered under this scheme will not be eligible for similar benefits under any other scheme of the Government.
