Andhra Pradesh government has launched AP Digi Lakshmi Scheme 2025 in alignment with the vision of “One Family, One Entrepreneur (OF-OE)”. Through this scheme, state govt. wants to develop “SHG to SME” and promote digital inclusion and socio-economic empowerment duly enhancing income-generation opportunities, among the urban poor.

The new initiative namely Digi-Lakshmi Scheme would focus on establishing 9,034 Common Service Centres (CSCs) acrosss the entire Andhra Pradesh state. These CSCs would be operated by Self-Help Group (SHG) women across Urban Local Bodies in the AP state.

Key Terms for Operationalizing Digi Lakshmi Scheme in AP

AP govt. accord permission to the Mission Director, MEPMA to revise the MoU signed with CSC e-Governance Services India Limited on 5th April 2025, reflecting the operation of CSCs through eligible SHG members who will be designated as Digi-Lakshmi for implementation of the Digi-Lakshmi Scheme in the State. The key terms for operationalizing the Digi-Lakshmi Scheme are as follows:-

  • Each SLF shall identify one eligible SHG member with the following eligibility conditions:-
    • Minimum 3 years of active SHG membership.
    • Married & settled in the SLF operational area.
    • Age between 21–40 years.
    • Minimum graduation.
    • Having Smart Phone with adequate technical knowledge.
  • Comprehensive training shall be imparted to identified SHG women on CSC operations & login will be provided by CSC.
  • Financial linkages and support to shall be facilitated by MEPMA through SLF Corpus / Bank Linkage.
  • Maintaining of uniform prototype “ATOM Kiosk” centres shall be setup across the State for establishment of CSCs & operations of CSC Services to be performed by Digi-Lakhsmis.
  • Identified SHG Women should be willing to take loan of about 2 – 2.5 Lakhs from SLF from SLF/Banks for setting up the units. The cost towards setting up of kiosk & procurement of hardware & software.
  • Identified SHG Women shall work under the direct control & supervision of CSC and deliver about 250 kinds of various services offered by CSC to public.
  • Identified SHG Women shall also have to work as digital champions for MEPMA related activities and support RPs/SHG women on digital related activities.

Impact of AP Digi Lakshmi Scheme 2025

The digi lakshmi scheme in AP is a major step toward digital inclusion and women-led entrepreneurship. Under this initiative, govt. will establish 9,034 CSCs across all Urban Local Bodies (ULBs). These CSCs will be managed exclusively by eligible Self-Help Group (SHG) women, facilitating their transformation into Small and Medium Enterprises (SMEs).

Designed as standardized “ATOM Kiosks”, each centre will deliver around 250 public services. SHG women aged 21–40, with a graduate degree, a minimum of three years of active SHG membership, and adequate technical aptitude, are eligible to operate these centres.

The Mission Director of MEPMA has been authorised to implement the scheme, including the facilitation of training and financial support. Women operators will be eligible for loans ranging from ₹2 to ₹2.5 lakh. CSC e-Governance Services India Limited will conduct hands-on training for identified SHG members on centre operations and login protocols, ensuring smooth implementation.
