On 17th February 2025, Finance Minister Shri Mohan Charan Majhi has presented Odisha Budget 2025-26. While delivering the budget speech, the hon’ble FM said “A new scheme, Antyodaya Gruha Yojana, has been launched to provide concrete houses to the poorest families living below poverty line with an approved outlay of Rs. 7550 crore. The scheme will cover families left out of previous housing programmes owing to natural and manmade disasters, displacement caused by Government projects, house hold with disabled primary earner and those eligible under forests rights Act. At least 2,25,000 new concrete houses will be sanctioned in next 3 years. I propose provision of Rs. 2603 crore for the construction of 75000 houses and the payment of incentives to beneficiaries”.
Odisha Cabinet Approval for Antyodaya Gruha Yojana
Odisha cabinet on 8th Feb 2025 approved the Antyodaya Gruha Yojana to provide pucca houses to eligible households left out of ongoing housing initiatives. The scheme will benefit victims of natural and man-made calamities, families displaced due to development projects, differently-abled individuals who are the primary earners, and Forest Rights Act (FRA) beneficiaries who have not yet availed housing benefits.
Under the Antyodaya Gruha Yojana, beneficiaries of any rural housing scheme will receive incentives for early completion of their houses. Eligible families will be provided financial assistance of Rs 1.2 lakh to construct a 25-square-meter house, excluding the toilet area. Over the next 3 years, Odisha govt. aims to construct at least 225,000 new homes under this initiative, complementing existing schemes such as the Pradhan Mantri Awas Yojana Gramin and the PM Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN).
To encourage timely construction, beneficiaries completing their homes within 4 to 6 months of receiving the 1st installment will qualify for additional incentives – Rs. 20,000 for completion within 4 months and Rs. 10,000 for completion within 6 months. As per the scheme, a permanent house must have reinforced cement concrete (RCC) roofs and cement walls. Structures with asbestos, tin, or tiled roofs will also be considered. The definition of a household under this scheme includes a husband, wife, dependent parents, and children, ensuring newly formed families can benefit.
What is Odisha Antyodaya Gruha Yojana 2025
BJP led Odisha govt. has announced a new housing scheme namely Antyodaya Gruha Yojana on 25th July 2024. This scheme has been formulated to assist low-income households in kutcha houses not covered by PMAY Gramin and other housing schemes. Along with providing pucca house to the eligible household, incentive is paid to beneficiaries of any rural housing scheme for early completion of house under Antyodaya Gruha Jojana (Spl). A substantial budget of Rs 7,550 crore has been allocated to ensure the successful implementation of AGY housing scheme.
Who are Eligible for Antyodaya Gruha Yojana
The scheme aims at providing pucca house to all the eligible households who are:-
Left out from the ongoing housing schemes,
Victims of natural/man made calamities,
Families displaced due to development projects,
Differently abled individuals who are the primary earners of the family,
FRA beneficiaries.
Antyodaya Gruha Yojana in Odisha Budget 2024-2025
On 25th July 2024, Finance Minister presented Odisha Budget 2024-25 in which FM said “A new scheme, Antyodaya Gruha Yojana, has been formulated to assist low-income households in kutcha houses not covered by PMAY (G) and other housing schemes. A budget of Rs. 7550 crore is proposed for this scheme. The government will also conduct a detailed survey to identify and provide houses to all eligible left-out beneficiaries under PMAY(G) in a phased manner.”

At the homepage, click at “Beneficiary List” link.
Upon clicking the link, a new window will open where you can select name of district, block, pachayat, village and click at “Search” button.
Subsequently Antyodaya Gruha Yojana List 2025 will open.
Fetch the list of houses built in any village by selecting the district->block->panchayat->village.
Note that exact location of the houses under Antyodaya Gruha Jojana would also be recorded as each one of it would be geo-tagged.
